Wisconsin permits physician-certified patients to possess CBD oil containing no THC under Lydia's Law (2014 Wisconsin Act 267). Originally limited to seizure disorder patients, the law was expanded in 2017 to cover any medical condition with a physician's written certification. However, the law only permits THC-free CBD, making it one of the most restrictive programs in the country. No medical marijuana program exists. Senate Bill 534, introduced in late 2025 by Senate President Mary Felzkowski, proposed Wisconsin's first comprehensive medical cannabis program and advanced through committee but did not receive a floor vote. A February 2025 Marquette University survey found 86% of registered voters support medical cannabis legalization.
