Wyoming passed HB 32 in 2015, permitting the use of hemp extract with no more than 0.3% THC and at least 5% CBD for patients with intractable epilepsy, with a physician's recommendation and a state-issued registration card. The law created no in-state production or dispensary system, leaving patients with no practical legal avenue to obtain qualifying products within the state. All other cannabis remains fully prohibited, with possession of less than three ounces punishable by up to one year in jail and a $1,000 fine. Multiple medical cannabis and decriminalization bills have been introduced in the Wyoming Legislature but none have advanced. The state has no functional cannabis access program despite the narrow statutory defense.
