Washington legalized medical cannabis in 1998 via Initiative 692 and became one of the first two states to legalize adult-use cannabis in 2012 through Initiative 502, with retail sales beginning July 8, 2014. The Washington State Liquor and Cannabis Board (WSLCB) regulates all licensed cannabis activity. As of early 2026, approximately 1,641 active licenses include 794 producer-processors, 471 retailers, and supporting categories. The state reported over $1.8 billion in retail sales in 2025. Washington imposes a 37% excise tax on retail sales — one of the highest in the nation. Individual ownership is capped at five retail licenses. In 2026, the WSLCB tightened licensing compliance rules and management agreement requirements under ESSB 5403.
