Tennessee permits possession of CBD oil with no more than 0.9% THC for patients with intractable epilepsy under SB 280 (2015). The law is largely non-functional as it requires out-of-state procurement with no in-state production or dispensary infrastructure. Despite a state Medical Cannabis Commission extended to June 2029 (HB 255), no comprehensive medical cannabis legislation has advanced. SB 489 (2025), proposing a full medical program, failed to receive a committee vote. In 2026, regulatory oversight of hemp-derived cannabinoid products transferred to the Tennessee Alcoholic Beverage Commission, and THCA products were banned effective January 1, 2026. Multiple reform bills have been introduced each session but none have progressed.
