Vermont legalized medical cannabis in 2004 under the Therapeutic Use of Cannabis Act and became the first U.S. state to legalize adult-use cannabis through legislative action in 2018 (Act 86, possession only). A regulated commercial market was established in 2020 via Act 164, with retail sales beginning October 1, 2022. The Cannabis Control Board (CCB) regulates all commercial activity. As of April 2026, there are 110 licensed cannabis dispensaries statewide. The market grew from zero recreational sales in 2021 to approximately $150 million in 2025 and is projected to exceed that in 2026. Vermont imposes a 14% excise tax, 6% sales tax, and an optional 1% local tax. The CCB maintains a commitment to small-operator-friendly policies and a diverse cannabis industry. Municipalities have opt-in authority for retail operations.
