Saint Lucia established the Cannabis Movement Secretariat and appointed the CARICOM Regional Commission on Marijuana to guide cannabis reform policy. In 2022, the government began implementing decriminalization measures allowing possession of small amounts and home cultivation, while developing a comprehensive regulatory framework for a licensed cannabis industry. The Cannabis Industry Bill aims to create a full seed-to-sale regulated market encompassing cultivation, processing, retail, and export, with emphasis on small farmer participation and social equity.
