Oregon legalized medical cannabis in 1998 via Measure 67 (Oregon Medical Marijuana Act) and adult-use cannabis in 2014 through Measure 91, with retail sales beginning October 1, 2015. The Oregon Liquor and Cannabis Commission (OLCC) regulates all commercial cannabis activity through its Cannabis Alcohol Management Program (CAMP). Oregon has over 600 active retail licensees and hundreds of producers, processors, and wholesalers. The state has experienced significant market oversupply, leading to an ongoing moratorium on new production license issuances. Oregon imposes a 17% retail excise tax on adult-use cannabis. In 2020, Oregon became the first state to decriminalize possession of small amounts of all drugs via Measure 110, though enforcement changes followed in subsequent years. The OLCC modernized its all-digital licensing platform (CAMP) in 2025.
