Michigan legalized medical cannabis in 2008 via Proposal 1 and adult-use cannabis in 2018 through Proposal 1 (Michigan Regulation and Taxation of Marihuana Act), with retail sales beginning December 1, 2019. The Cannabis Regulatory Agency (CRA), within the Department of Licensing and Regulatory Affairs, oversees all licensed cannabis operations. Michigan has become one of the largest U.S. cannabis markets, with over 2,200 licensed businesses, 835 adult-use retail dispensaries, and 39,000+ registered cannabis workers as of early 2026. The state generated over $3 billion in annual cannabis sales in 2024 and approximately $255 million in March 2026 alone. A new 24% wholesale tax took effect January 1, 2026, replacing the prior 10% excise tax. The all-time cumulative sales total exceeds $15.7 billion.
