GMP Pathway

GMP certification pathways for cannabis in Mexico

GMP Verified 2026-04-20

Workflow steps

  1. GMP Assessment
Mexico's BPF (Buenas Prácticas de Fabricación) is the national GMP standard. EU-GMP accepted for imports. No Mexico-EU GMP Mutual Recognition Agreement exists.
  2. Import or domestic?
GMP pathway depends on whether the product is imported or manufactured domestically in Mexico. No Mexico-EU GMP MRA — imports require EU-GMP from source country authority.
  3. EU-GMP or FDA GMP Accepted — Imported products
For imported cannabis products, Mexico accepts EU-GMP or FDA GMP certification from the country of origin. No bilateral MRA — acceptance is by COFEPRIS policy.
    • EU-GMP certificate from EEA authority
    • OR FDA GMP certificate
    • COFEPRIS import authorization required separately
    • Product COA and specifications
  4. BPF (Buenas Prácticas de Fabricación) — Mexican standard — domestic
Domestic cannabis production under BPF — Mexico's national GMP standard. COFEPRIS conducts BPF inspections for Mexican manufacturing facilities. BPF applies to all domestically manufactured cannabis products.
    • COFEPRIS BPF inspection of facility
    • Buenas Prácticas de Fabricación compliance
    • COFEPRIS manufacturing permit
    • Annual BPF inspection cycle
