Thailand was the first ASEAN country to legalize medical cannabis (2019). Following a 2022 decriminalization experiment and 2024 re-restriction of recreational use, medical and industrial cannabis remain legal under Thai FDA oversight. Thailand published its first formal medical cannabis export licensing framework in February 2026, positioning itself as ASEAN's leading cannabis exporter. Thai FDA GMP is PIC/S-aligned. The export framework is new — expect procedural evolution in early implementation.
