Workflow steps

1. License Intent
   Thailand legalized cannabis for medical and research use. Following 2024 restrictions on recreational use, medical and industrial cannabis remain legal under Thai FDA oversight. Export framework published February 2026.
   • Thai FDA production license
   • Thai FDA export license per shipment
   • GMP certification (Thai FDA standards)
   • GACP certification for cultivation
2. Thai FDA Production License
   License to cultivate and/or produce medical cannabis. Thai FDA application includes facility plans, SOPs, quality management system.
   • Thai FDA application with facility blueprints
   • Qualified personnel requirements
   • Security and storage compliance
   • GMP compliance plan
   • Processing: 3–6 months for new applicants
3. GMP Certification
   Thai FDA GMP certification for manufacturing. Thai GMP is PIC/S-aligned — ASEAN GMP standards apply.
   • Thai FDA GMP inspection
   • ASEAN GMP standards compliance
   • Cannabis-specific manufacturing scope
   • PIC/S alignment — accepted by some importing markets
4. Apply: Export License
   Per-shipment export license from Thai FDA. New framework published February 2026 — this pathway is new and evolving.
   • Destination country import authorization
   • Thai FDA export license application
   • Product details, quantity, consignee
   • Processing: approximately 4–6 weeks under new framework
5. Export license granted?
   Thai FDA reviews under new 2026 export framework. Framework is evolving — expect some procedural changes in early implementation.
6. Export License Issued ✓
   Thai FDA export license issued. Shipment may proceed with destination country import authorization.
