Law 19.172 (2013) — world's first national cannabis legalization. Uruguayan residents (citizens and legal residents) register with IRCCA to access adult-use cannabis. Non-residents CANNOT purchase through pharmacies.

Three parallel access channels for adult use. Registered residents may choose any combination. Law 19.172 uniquely offers three distinct legal pathways.
- Home Cultivation — Up to 6 flowering plants
Registered residents may cultivate up to 6 flowering female plants per household. Maximum annual harvest: 480g. Plants must be for personal use only.
