GMP requirements for cannabis imports into Norway

Workflow steps

  1. GMP Assessment
    Norway is not in the EU but is in the EEA. Norway accepts EU-GMP certificates and participates in the EEA regulatory network. NoMA recognizes all EEA-issued GMP certificates.
  2. EU-GMP Part I Required
    All finished medicinal cannabis must be manufactured under EU-GMP Part I. Certificate from any EEA competent authority is accepted by NoMA.
    • EEA authority EU-GMP Part I certificate
    • Cannabis manufacturing scope explicitly stated
    • Certificate must be current (valid at time of import)
  3. PIC/S Member Certificates
    NoMA also accepts PIC/S member certificates (TGA Australia, Health Canada, MHRA UK) as equivalent to EU-GMP Part I, consistent with EEA mutual recognition principles.
    • PIC/S member GMP certificate
    • Cannabis manufacturing scope stated
    • NoMA evaluates on case-by-case basis
  4. GMP Pathway Cleared ✓
    GMP requirements satisfied. Proceed with NoMA import authorization application.
