Workflow steps

1. Export Intent
   Dutch-licensed manufacturer or OMC-contracted supplier intends to export medicinal cannabis. Netherlands is a historic cannabis exporter via the OMC system.
   • CCBM export authorization per shipment
   • Destination country import authorization obtained first
   • Dutch manufacturer/exporter Opium Act license
2. Obtain Destination Import Auth
   Importing country must issue import authorization before CCBM will issue the Dutch export authorization. Coordinate with destination country importer.
   • Germany: BfArM BtMG §3
   • UK: Home Office DLCU
   • Australia: TGA + ODC
   • Israel: IMFA import authorization
3. Apply: CCBM Export Authorization
   Per-shipment export authorization from Bureau for Medicinal Cannabis. Submit destination import authorization with application.
   • Destination import authorization attached
   • Product details, quantity, consignee
   • HS code 1211.90
   • Processing: approximately 2–3 weeks
4. Prepare Export Docs
   Full documentation pack for the shipment.
   • CCBM export authorization (original)
   • EU-GMP Part I certificate
   • GACP certificate
   • COA per batch (QP signed)
   • Airway bill / bill of lading
   • Phytosanitary certificate if required
5. Dutch Customs Export
   Export clearance at Rotterdam port or Amsterdam Schiphol. Opium Act export declaration filed. INCB reporting obligation.
   • CCBM export authorization at customs
   • Dutch customs export declaration
   • GDP-compliant packaging and handling
6. Export Cleared ✓
   Dutch EU-GMP Part I certificate is the gold standard internationally. Accepted without additional inspection by all major importing markets.
