Workflow steps

1. Import Intent
   Luxembourg is an import-only country with no domestic commercial cannabis production. All medicinal cannabis must be imported under Ministry of Health authorization. Small market — limited number of importers. Named-patient program similar to ANSM-style process.

2. Apply: Ministry of Health Import Application
   Per-shipment import authorization from Ministry of Health. Division of Pharmacy and Medicines processes applications. Named-patient program similar to ANSM-style process.
   • EU-GMP Part I certificate
   • GACP certificate
   • COA per batch
   • Exporting country export authorization
   • Named-patient authorization (if applicable)
3. Authorization granted?
   Ministry of Health reviews and issues or requests clarification. Small market — processing may vary.
4. Customs Entry
   EU customs procedures apply. Luxembourg is a landlocked EEA member — goods typically transit via neighboring EU countries.

5. Cleared for Luxembourg Market ✓
   Released to licensed Luxembourg importer. QP certifies batch for national release.
