Workflow steps

  1. Import Intent
    Foreign manufacturer wishes to export cannabis to Israel. Israel imports relatively little — the domestic industry is large — but imports do occur for specific product types or varieties not produced domestically.
  2. Israeli Importer Engagement
    A licensed Israeli importer (IMCA import license) must sponsor the import. Foreign manufacturers cannot import directly — an Israeli licensed entity must be the importer of record.

    • Importer submits application to IMFA on behalf of manufacturer
    • Distribution agreement between foreign manufacturer and Israeli importer
  3. IMFA Product Evaluation
    IMFA evaluates whether the foreign product meets Israeli standards. GMP and GACP certificates from the country of origin must be submitted.

  4. Apply: IMFA Import Authorization
    Israeli importer applies to IMFA for import authorization. Per-shipment authorization issued once product is pre-approved.

  5. Authorization granted?
    IMFA issues or requests additional information. Israeli import volumes are modest — IMFA reviews applications carefully.
  6. Shipment & Customs
    Shipment enters via Ben Gurion Airport. Israeli Customs Authority processes narcotic import declaration under Single Convention 1961.
