Import Authorization

ANSM import authorization for medicinal cannabis into France

Import / Export Verified 2026-04-20

Workflow steps

  1. Import Intent
France is an import-only country — no domestic commercial cultivation for medical use. All medicinal cannabis must be imported under ANSM authorization per shipment. EU-GMP Part I required — France is EEA; ANSM issues EU-GMP certificates.
    • ANSM import authorization per shipment
    • Importer must hold ANSM wholesale authorization (autorisation de commerce de gros)
    • EU-GMP Part I mandatory
  2. Importer Holds ANSM Wholesale Authorization — Autorisation de commerce de gros
Importer must already hold ANSM wholesale dealer authorization. This is a prerequisite before applying for per-shipment import authorizations.
    • ANSM wholesale authorization
    • GDP compliance
    • Narcotic storage and handling authorization
  3. Apply: ANSM Per-Shipment Import Auth
Per-shipment import authorization application to ANSM. Products must be on the authorized list or covered by an ATU. INCB reporting required.
    • EU-GMP Part I certificate
    • COA per batch
    • Exporting country export authorization
    • Product on authorized list or ATU documentation
    • Processing: approximately 4–8 weeks
  4. Authorization granted?
ANSM reviews and issues or requests clarification. Common issues: product not on authorized list, GMP certificate scope, or incomplete ATU documentation.
  5. French Customs Entry
EU customs procedures apply. Pharmaceutical-grade cannabis cleared for delivery to authorized importer.
    • ANSM import authorization (original)
    • All shipping documentation
    • EU customs narcotic declaration
    • INCB reporting completed
  6. Cleared for French Market ✓
Pharmaceutical-grade cannabis released to authorized importer. QP batch release required before supply to hospital/community pharmacies.
