Workflow steps

  1. GPP Assessment
    Canada uses Good Production Practices (GPP) under the Cannabis Regulations — functionally equivalent to GMP. Health Canada is a PIC/S member. Health Canada certificates accepted by EU, UK, Australia, Israel.
  2. Domestic or Export?
    Domestic Canadian supply requires Health Canada GPP compliance. Export requires GPP plus importing country GMP recognition.
  3. Health Canada GPP — Domestic supply
    Full GPP compliance required for all LP license holders. Health Canada conducts regular compliance inspections.
    • Licensed Producer (LP) license
    • GPP SOPs and QMS implemented
    • Cannabis Tracking System (CTLS) compliance
    • Annual Health Canada inspection
  4. Export — GMP Recognition — International markets
    Health Canada GPP certificates are accepted by EU (EMA network), MHRA UK, TGA Australia, IMFA Israel under bilateral recognition. EU markets requiring EU-GMP Part I may need an EEA authority inspection.
    • Health Canada GPP certificate
    • Accepted by UK, AUS, Israel directly
    • EU-GMP Part I may be needed for some EU markets
    • IMFA bilateral acceptance — no re-inspection
  5. Qualified Person for Export
    For EU exports, a QP at the EU importing entity or an EU-based QP must certify each batch.
    • EU QP (for EU-destined batches)
    • Canadian Person in Charge certifies for Canadian release
    • Dual certification for some markets
  6. GMP/GPP Pathway Cleared ✓
    GPP/GMP requirements satisfied for target market. Proceed to export permit applications.
