Cannabis businesses usually need stackable pharmaceutical licenses, not a single 'cannabis license'. An importer typically holds a narcotics import license (e.g. BtMG §3 in Germany), a wholesaler holds a distribution authorization under pharmaceutical law, and a manufacturer holds a manufacturing authorization with GMP certification attached. Each layer has its own application, fees, and inspection cycle.
Licensing strategy follows your role in the chain. Many entrants license only the activities they actually perform and contract the rest — using a licensed importer of record or a contract manufacturer that provides QP services.
