New Jersey legalized medical cannabis in 2010 under the New Jersey Compassionate Use Medical Marijuana Act and adult-use cannabis in 2020 via a constitutional amendment (Public Question 1), with enabling legislation (CREAMM Act) signed in 2021. Retail adult-use sales began April 21, 2022. The New Jersey Cannabis Regulatory Commission (CRC) oversees all licensing and enforcement. By the end of 2025, over 396 licensed businesses operated across 211 municipalities, with more than 270 dispensaries statewide. Monthly cannabis sales consistently approach $90 million, placing New Jersey among the largest East Coast markets. Starting April 2026, Class 5 Retailers may operate up to three locations. The state imposes a 6.625% sales tax plus a Social Equity Excise Fee based on wholesale price.
