Colorado legalized medical cannabis in 2000 via Amendment 20 and became one of the first two states to legalize adult-use cannabis in 2012 through Amendment 64. Retail adult-use sales began January 1, 2014. The Marijuana Enforcement Division (MED), housed within the Colorado Department of Revenue, regulates all licensed cannabis businesses. Colorado's mature market generates over $1.5 billion in annual retail sales and has collected over $2.5 billion in cumulative tax revenue since legalization. As of 2026, approximately 1,600 active licenses are maintained across producer, processor, retail, and testing categories, with a five-retail-license cap per individual. The state imposes a 15% excise tax on wholesale transfers and a 15% special sales tax on retail purchases. Local jurisdictions may add additional taxes and retain opt-out authority.
